China is preparing to draw a hard regulatory line around a category of artificial intelligence that until now has largely escaped formal definition: emotionally engaging, human-like chatbots. Draft rules released by the country’s cyberspace authorities signal a shift away from traditional content moderation toward something more complex – direct oversight of how AI systems influence human emotions, behavior, and psychological vulnerability.
